CCS. In the state of California, the Department of Health Care Services has leveraged county, state, and federal funds to create California Childrens Services (CCS) to provide care for state residents under 21-years of age. Residents must have medically eligible conditions (e.g., CP) and qualify financially. CCS records include information about environment, population characteristics, health behaviors and outcomes. Information about the child includes demographic characteristics, medical conditions, and use of specialized equipment. Annual outcomes assessed are functional status of the children, utilization of services (frequency, type, and duration), and parent satisfaction.
Evaluation of the childs functional status may include the GMFCS, the Functional Improvement Score-2 (FISC-2), the Gross Motor Function Classification System, the Manual Ability Classification System, and the Communication Function Classification System. Data is collected on the total population of children who receive therapy services at CCS through submission at the county level. State level data contains data on every child in the system over all the years the child receives services. The parent survey can be found on the Department of Health Care Services web page. Access to all other data requires a formal submission and approval by the state.
Researchers have described the increased cost of CCS services in light of growth in enrollment of children with complex disability, which may be explained in part by longer life expectancy. A task force comprised of therapists provided input about the assessment tools to be used for the annual assessment; hence, the data reflect information important to clinicians. Evaluating positive functional outcomes of children in light of type and amount of services could inform practice guidelines.
